G E N E R A L V I E W Cluj-Napoca is an European municipality established in 124 a.d. by the Romans. Cluj-Napoca - the Heart of Transilvania Region - is a large university and research-innovation center, located in the north-central region of Romania, http://www.ClujNapoca.ro . ICT Lyceum and other specialized high schools in construction, telecommunications, economics… All these prestigious institutions have research, innovation and creation units or bodies, where are involved thousands of academicians, professors, researchers, students and pupils as well consultants and specialists from different fields of the Transilvania Region’s economy, both Romanian and Hungarian or other minorities. In Cluj-Napoca the European spirit and life style is noticed as well as all over the 2000 years of existence and also in our days, when Europe is reunified again. Cluj-Napoca is one of the most important research-development and innovation center in CEE-SEE countries. Important research institutes in chemistry, physics, mathematics, ITC, biology, social-political sciences and more are creating, innovating and implementing the new technologies or co-operating with similar European institutions The creative potential of Cluj-Napoca and the co-operation opportunities are huge. The main beneficiary are the private and public companies, especially the SMEs, which are looking for new technologies, transfer of high technologies from the advanced countries, design-projects and business opportunities. Cluj County has a population of 720,000 inhabitants. The District Council http://www.cjcluj.ro/ and the Prefecture of Cluj, together with the City Hall http://www.primariaclujnapoca.ro/institutii.asp are important institutions engaged in the process of the transition to market economy and the acceleration of the process of integration in the Enlarged European Union structures. C L U J - N A P O C A H i g h – T e c h n o l o g y I n d u s t r i a l P a r k Cluj County Council's commitment to stimulate investment and to enhance industrial diversification in 2001 highlighted the fact that it was high time to develop a high-tech Industrial Park and to utilize the highly qualified workforce existent in the area. S.C. TETAROM S.A. is the company set up to manage the Industrial Park. The name of the company comes from the name of " Transylvania - Equipment and Advanced Technologies manufactured in ROMania". It was set up as a private company in December 2001. The main shareholder of TETAROM is Cluj County's Council. Cluj County's Council is also the owner of the land. The industrial park is 2 km away from its serving rail station. The total area of reclaimed land is 50 ha. Cluj Industrial Park takes up 19.4ha. The rest of the terrain up to the 50 ha limit is meant for future development. The 19.4 hectare site has 14.6 hectares available, consisting of 5 types of lots comprising Zone 1 of 3 fenced land parcels and Zone 2 of 19 fenced land parcels - all ranging from 3500 to 9500 square meters. The other 4.8 ha are the access roads, infrastructure items and grass plots. The structural area of the park (the 19.4 ha) is available for leasing up a maximum period of 49 years. The main target industries in our sight are the ones belonging to the high-tech sector (i.e. software development, networking, hardware components manufacturing and so on). Business Opportunities: The industrial park is made-up of 22 lots with a total area of 19.4 ha. These lots are to be leased to potential investors. The lend-lease will be done by auction according to the Romanian legislation. Each lot has all the necessary utilities: water supply, gas, electric power, sewage system, telephone, access roads etc. All the services needed for the functioning of the park will also be leased to different companies. The activities meant for being leased are the following: Maintenance, Garbage collecting, Internet, Telephony, Medical services, customs services, banking, logistics, Public alimentation, Water supplying and sewage system, Security, Electric power supplying, Public transportation, hotel services, sports and recreational services. Stated Prime Objectives are to provide business facilities to support and stimulate the better capitalization of regional competencies in the development and production of soft and high technology products within non-polluting industries such as information technology, communications and applied electronics. The following activities will take place in the park, according to the valid legislation and the development policy of the Cluj County Council:
The companies that use the park, according to the licenses given by TETAROM and approved by the authorities will perform the various activities. Access to the park is denied to merchandise prohibited by Romanian import legislation or by international conventions that Romania is a part to. The Center is specialized in research, technological development and transfer, know how and innovations’ promotion, consulting and other services for: research-development institutes, agro-industrial units and SMEs, education and training centers. The international co-operation is focus on the joint research activities and transfer of technologies. The Region has 34.159 sqkm representing 14,38% of the Romania surface. There are 11 municipalities, 36 towns, 386 communes and a total of 1908 localities. NW Region has 2 845 000 inhabitants and a diversified economy: mining, industry, agriculture, services, education and research. The most important universities and IT centers are located in Cluj-Napoca. The infrastructure is developed and the transportation, Internet communications are an important support for the local new and traditional industries. The Agency is a public organization guided by The Regional Development Law: 151/1998 and represents the executive body of the Regional Development Council. The Agency has 3 departments (Economic, Regional Co-operation and Regional Development), which are accomplishing its responsibilities. The Region Center is composed from the following 6 counties: Alba, Brasov, Covasna, Harghita, Mures, Sibiu. The Region surface is 34099,4 square kilometer, which represents 14,31 % from Romania surface. The population of the Center Region was in 1999, 2652 thousands peoples, representing 11,8 % from Romania population. The hire relative development rate of the Region reflects in the infant mortality rate, which is one of the lowest from the country. In the Region there are areas with sustainable economical developed and areas with development problems. Also there are isolated mountain areas with special problems, in which the level of the medical assistance is very low and the schooling rate is low because the schools doesn’t exist and the access to the center of the village is difficult. The economic structure and the population occupation A characteristic of the Center Region is the fact that almost all the industrial sectors are represented: machines building industry, metal and chemical processing, building materials, wood processing, textile and food industry. The industry has 36,2 % from the total of the active population at the Region level, compared with the national average of 27,1 %. The Region has an agricultural potential lower than the national media; the agricultural surface of the Region (1932,7 thousands ha) represents only 56,7 % from the total surface of the Region, towards the national media of 64 %. The Center Region has an important wood potential; it has 36,4 % from its surface covered with woods. The key problems of the Region are: the outdated technological and industrial equipment, the existence of some polluted industry, the absence of the skills regarding the industrial management and the insufficiency of the financial resources. The economic insufficiency or the high pollution rate leaded to the closing of some production capacities, at the diminution of the employee’s number, the industry becoming the major branch generating unemployment. The unemployment rate is 10,7 % (compared with 11,3 % at national level). The most powerful impact of the unemployment is found in monoindustrial towns centered on the metal processing and in the miner towns. Considering the necessities, the limited material and financial resources and the concrete conditions from the region, the following objectives were adopted:
The following composes the Region 4 counties: Arad, Caras-Severin, Hunedoara, Timis. The Region surface is 32.034 square kilometer, which represents 13,4 % from Romania surface. The region neighbors are Yugoslavia at SouthWest and Hungary at NorthWest. The West Region has a favorable geographic position, being situated at the crossing of some important European roads. The economic structure and the population occupation The total population of the Region is 2 million people. From the point of view of the socio-economic development the West Region is one of the most developed region from the country. All the economic sectors are well represented: industry, agriculture, and services. The most important industries from the Region are: the food industry, the chemical industry, the light industry, the wood processing industry and the railway industry. One handicap of the regional industry is constituted by the absence of the network of promotion the local industries, which should support the cooperation between the regional businessmen and the external ones, and should take at the improvement of the communication and information system from the area. The main tendency of the last period is the constant decreasing of the agricultural and industrial production and the development of the services sector, stronger that in any other Region. The unemployment, which appeared as a following of the industrial reorganization, creates social problems in the area. Although the advantages of the cooperation between industry and research are obvious, in practice, most companies gave up the research laboratories, after 1990. The industrial companies are confronted, in present, with innovation crises. The Region has specialized human resources involved in the research activity. Agriculture is characterized by the private property expansion; the agricultural potential is not valued at its real value. For the support of the economic agents activities it was developed a business infrastructure which is composed by: the Duty Free area Curtici, the Chambers of Commerce, the business incubators, the consulting companies. The missing points about this infrastructure are the information systems and the coherent programs for sustaining these activities. We can say that the West region is still "clean" regarding the environment quality. The strategy of the regional development The West Region is confronted with problems regarding: the high unemployment from the mining and industrial areas, the necessity of the reorganization of the hard industry, the old infrastructures, the low development of the rural area, the low performance of the agriculture, the immigration of the high qualified labor force. But, the West Region still has some advantages and opportunities such as: different industry, qualified labor force, high tourist and agricultural potential, transport and telecommunication networking, foreign investment. Some developing strategies were elaborated, focusing the strong point of the region for the capitalization of the identified opportunities. For realizing the general objective, some strategic objectives were defined:
Transylvania Business Center was founded in September 1992 to create a unique NGO/NPO business center for the membership of the area of Transylvania. It was established in the frame of 15/1990 Law, and in March 1994 it became SME NGO Association (Law 21/1924). Later it was re-organized based on the Governmental Ordinace no. 26/ 2000. Our initial objective has been successful in attracting members and networking various businesses in Transylvania region and abroad. CATis proud of its 23 original founding members, in addition to its more than 1000 regular members, guests and observers associated to its activities. These founders and members cover all fields needed for a business center. Some of these activities include: production and construction, banking and insurance, commodities exchange and trade, communications and media services, research and data base, consulting and advertising, training and cultural life, sport and entertainment. CAT Centers in Transylvania towns have been opened and negotiations have been started for establishing new centers and representatives especialy in the small towns and villages. The number of the members, observers and guests increased due to the development of the first virtual business center e-CAT. OBJECTIVES AND DUTIES:
1. Consulting Department directs its efforts to provide SMEs with consulting in marketing, management, investments, foreign trade and also in other economic and technical fields; organizing seminars, training courses, business meetings with experts from Romania and abroad; organizing research activities activities, designing activities, technology transfer and building data bases. It co-ordinates: CATconsulting, CATraining, CATexpert, CATresearch, CATproject. 2. Relations Department focuses its efforts on relations among members from both domestic and foreign companies. In support of this, the department supplies database information for public use, organizes trade shows and economic missions, provides positive relations to the local community and develop mass media relations. 3. Development Department organizes the CATransylvania data bases and the communication system; develops the CAT COMMON MARKET program; co-ordinates the CAT centers and representatives; supports: LBC - Lyceum Business Center's and SPEC/CAST - Students Business Center's activities; co-ordinates the programmes: CATransilvania DataBase,DEBLO-CAT, INFO-CAT, Transylvania's guilds, New Members, JobCAT, WebCAT. It also co-ordinates the implementation of the trans-european projects addressed to SMEs and the results of the research and development activities, technological transfer, etc. 4. Administration Department: is straightened towards bookkeeping, administrative duties, patrimony administration, non reimbursable assistance and donations.
CAT stands ready to assist in promoting the best interests of all companies who invest in Transylvania. CAT also welcomes any interests in our organization that will aid in our expansion of services and/or overhead. CAT is confident that the stimulation of economic activity in our region will create benefits for the dynamic companies searching for new markets. T E C H N O L O G I C A L T R A N S F E R Transilvanian SMEs and companies from different sectors are looking for the new technologies to modernize the production and service capacities, for a fast and better integration into the European Single Market. Transilvania Business Center-CAT created and developed the CATransilvania DataBase, including over 8000 companies from the region and assisting them with consulting and business links services. There were established links between the SMEs – research and innovation/incubation centers – European partners. This mechanism must be improved and supported by the European Commission and the CRIMM Foundation. Transilvania Business Center CAT- the regional co-ordinator and its local parteners (exp. University for Agriculture and Veterinary Medicine Sciences, Cluj County Council, Bursa Transilvana, Brinel IT and other CAT member companies) have the requested capacity to serve the local clients, particularly SMEs in technology transfer, exploitation of RTD and innovation.
