Regional Information Center for Transeuropean Cooperation 
in the field of Information Society – RICTCIS

- project submitted to the Dellegation of the European Commision in Romania, in June 2002 -

1. Objectives:

The main objective of the project is to create a Regional Information Center.  Through the agency of this Center we aim to disseminate information’s about: the transeuropean co-operation on the Single Market, the IST – Information Society Technology, the promotion and the publicity of the programs and projects that European Commission is running – Enlargement, Enterprise, E-commerce and the demonstration of the opportunities that results for the SMEs.

The mai preocupation of the Regional Information Center is the new work and life style, which we are adopting due to the new information and communication technologies – ICT.  This is connected with the digital economy in Europe and with the globalisation process we entered at one time with the Third Milenium. 

To keep on going and to be more competitive, the Regional Information Center wishes to maintain permanent contact with the divisions and organisations of the European Commission by one hand and with the SMEs from Transilvania by the other hand, based on solid informations.

The Center is created to discover, initiate, co-operate and participate to the European Union projects and programs. More than this, it is created for the purpose of mantaining our community in the competition created by the European Integration and Enlargement process. 

The disemination of the ideas and concepts of the European Union through the SMEs will be assured by the Center and also it will maintain a direct contact with the divisions : Enlargement, Enterprise, E-commerce, IST – Information Society Technology to assure the access at the newest informations regarding their fields of activity.

Our main concern is to provide the SMEs with correct and comprehensive information’s about the integration process, the communication and information technologies and information referring to the development and progress of their activities. 

The promotion of e-commerce services and the utilization of the new communication and information technologies will help the SMEs from Transilvania to be more competitive and the quality of work and life will be improved.

The SMEs from Transilvania have to adopt the new ideas and concepts of e-commerce, information technologies so that, they become innovative, eficient in their activities and competitive.

The SMEs will be able to grow their activity faster; arriving at the stage of internalization, which helps them searching for partners and promoting their products and services in the European Market. 

Seminars and workshops will be organized to disseminate the information’s regarding the projects and programs European Union is running.

At the launching of the project we will organize a press release mentioning the project objectives, his impact and the expected results. 

A newsletter will be published monthly containing details about the project and it will be distributed to the SMEs.

The Center will be implemented providing a modern information and communication system using the Internet. SMEs from Transilvania will get connection to the Internet and will use the E-mail service for communication. Thus the communication system will be improved.

Another objective of the project will be to create a DATABASE that will contain names and information’s about consultants, experts and specialists working in different fields of activity. They can be used directly by the European Commission within the framework of their programs and projects. 

The business opportunities and the news concerning the European Commission will be spread through e-mail, sites, newsletters, direct mail, fax, and press releases. 

2.   Justification:

Transilvania has an economic potential insufficient capitalized. The SMEs from the region are being faced to (confronted) organizational problems, not knowing the mechanisms and the requirements used in the European Market, the lack of the informational systems which is revealed by the low economic efficiency and the weak intern and extern competitively.

The project aims to improve the SMEs performances and increasing they’re competitively by assuring the right politics and developing the activities up to the European Union standards. 

The project purpose of spreading of the information’s referring to the integration process, the informational technologies, e-commerce, community law and projects of the European Commission is motivated by the real necessity from our days of maintaining our community in the competition initiated by the enlargement and integration process.

When the project will be launched it will be seen with reticence because of the ideas promoted about the advanced technologies, but the SMEs have to be aware and to understand the existing requests and the directions adopted by the European Union.

The high costs of introducing this new communication system in the SMEs activities will be another reason, which will make heavy to develop the activities, but the SMEs have to be conscious about the actual technological stage and perspectives. 

It is a real necessity that the SMEs adopt the changes in the field of technology for resisting in the competition created in the Enlarged Single Market, integrated into the global economy. 

The project regards the following target groups:
- The SMEs from Transilvania, which will benefit of the economic assistance provided by our consultants. According to this service the SMEs will be able to increase their competitiveness in marketplace field and also to improve the quality of the individual’s working life;
- Consultants and experts. Their contact dates will be taken from the Universities and ONG databases and from the specialized catalogs and revues.

The direct beneficiaries: Transilvania Business Center has 130 active members who will take advantage of the Regional Information Center services.  Approximately 30.000 SMEs activating in different fields such as: industry, construction, production, trade, services, mass media, will also have direct advantages from the Center services.

As indirect beneficiaries we nominate the local authorities, the Universities from Transilvania and the public interested in the integration process.

The reason for electing the SMEs from Transilvania is our wish that they became competitive on the Enlarged Single Market, more efficient in their activities so that their economic power increases by identifying and utilizing the new informational technologies.

The most important event in Romania is at this time is the acceding at the European Union. This is the reason why we want to participate at the realization of this challenge by helping the SMEs from Transilvania to grow up, to expand their activities, to become competitive and to think and act according to the new requirements and customs.

In the context of the imminent Romanian integration, the SMEs from Transilvania have to reach over the standards used in the European Union, to be well informed and to face the actual competition. 

We do not want to remain indifferent towards the integration process, but to have a direct contribution with a view to a rapid integration of Romania in European Union. 

In this way we will spread through this Center the newest informations regarding e-commerce, informational technologies, Trans-European co-operation and the European Commission’s programs and its values.

The social-economic impact of the proposed actions in this project is the purpose of maintaining our community and the SMEs from Transilvania in the competition created by the European integration and enlargement process and improving the performances in the field of communication and information systems.

This project has a real contribution at the realisation of some regional priorities of business expansion and the support accorded to the SMEs from Transilvania by offering them assistence services for the application of the new information technologies, the virtual tools and the e-commerce services. 

The priorities aimed in the framework of this project will be: the effective acting on accelerating the integration process in the european structures by contributing at the achievement of an enlarged Europe, the participation at the Trans-European co-operation and Single Market development  in the context of globalization.

The main preocupations of the project are: to raise awarness in the SMEs sector on European integration and the European Union Enlargement process, to contribute directly to closer European integration of Romania and also to increase the visibility of European Union in the region. 
 

3.   Detailed description of activities:

The main objective of the project is the creation of a Regional Information Center, which will offer specialized information about Trans-European co-operation, European Commission’s IST – Information Society Technology’s programs, and also the publicity of other programs and projects that the European Commission is running (Enlargement, Enterprise, E-commerce) and the demonstration of the opportunities that results for the SMEs.

We are also aiming the spreading of the information concerning the integration criteria’s and the popularization of the European Commission concepts. 

 The Center will assist the SMEs from Transilvania in adopting the standards and requirements used in the European Union structures, aiming to increase their capacity of facing the competition and forces from the European Single Market.

The SMEs will be informed regarding the ideas, initiatives, programs and projects of the European Commission and will benefit from the advantages of using them in their activities.

The Regional Information Center will function as a general secretariat that will collect the necessary information from the European Commission. These informations will be passed to the SMEs. In this way, the SMEs will obtain correct and useful informations and will have the opportunity of making their products and services known.

The Center will collect the business opportunities from the Transilvanian SMEs and will spread them to other SMEs from country and abroad, offering them the possibility of finding international partners, of promoting their products and services and even helping them developing their activities.

The Center promotes the ideas and concepts of European Commission and keeps a permanent physical and virtual contact with his Divisions: Enlargement, Enterprise, E-commerce, and IST – Information Society Technology, with organizations and companies from Europe, assuring a reciprocal promotion of the business opportunities. 

During the implementation of the project we will consider and use a result of a previous project runned by CAT last year and financed by the European Commission Delegation in Romania – “Bureau de Rapprochement des Entreprises” BREuropa, which is Business Links program.

The main actions regard the support of your company in development, promotion, internationalization, and identification of business opportunities and potential business partners. 

Our databases and our large network of correspondent organizations from Romania and abroad can be used successfully by the European Commission Delegation in Romania and also by the SMEs. These include: the CATransylvanian database with over 35.000 registered Romanian companies, the European Commission’s Partner Search Database and over 100 b2b sites with links towards international databases. 

The advantages of our cooperation will be timesaving, diminution of expenses regarding the search of potential business partners, promotion, direct and electronic mail. 

For the beginning we will analyze the signed contract, we will create the job description for each participant at the project and the responsibilities and activities will be assigned to everyone; we will make the program for each activity and action specific to the project, after what we will start the dissemination of the information to the target groups and to the public.

The dissemination campaign:

The dissemination of information and the spreading of business opportunities will be made by using the Internet, direct mailing, newsletters, e-mails, telephone, fax, press releases, the presentation brochure of the project.

By using the direct mailing we can provide you the Information Center services offer and the necessary colaboration documents. We will also send envelopes to Transilvanian SMEs and to thousands of interested companies from Romania and abroad-containing brochures, catalogs cooperation requests and offers of your company.

E-mails will also be used for transmitting the services offer to SMEs from Transilvania. These e-mails will also contain an invitation addressed to the SMEs to benefit from our advantages of the enrolling and the cooperation with the Information Center and an invitation to visit our Internet sites (existing and under construction).

Faxes will also be sent to Transilvanian SMEs that requested additional information about Romania’s integration process in the European Union, e-commerce services and information technologies.

The telephone will be used to verify possible misunderstandings regarding the contact date of the consultants, or to answer the questions of the managers or other interested individuals. 

Press releases will be sent to local and regional newspapers and also will be transmitted on radio and television. These press releases will inform the public about the activities of the Information Center and the advantages that result for the SMEs from Transilvania.

At the beginning of the implementation period of the project a press release will be transmitted to ensure a correct information of the public regarding the project objectives, its implementation and results.

A press release will be also organized at the ending of the project mentioning its impact and results.

Presentation documents of the project will be drawn up and multiplicand: the project’s presentation brochure, the service offer, which will be distributed to the target groups.

Business portal:

A business portal will be created where domestic and international cooperation requests and offers will be collected.

Domestic cooperation requests and offers will have the possibility to attract foreign investors in Transilvania. Also the SMEs from Transilvania will have the possibility to find out about foreign business opportunities, to chose the right partners from the fields they are interested in and also to promote their products and services.

Transivanian SMEs will be assisted in the identification of the potential partners or investors and in searching the cooperation proposals. A consultant will assure the assistance services. 

Identification of the actions and priorities regarding cooperation with potential partners from Romania and abroad and also relevant actors in regional in regional development will be tried.

During the project a web page will be designed which will offer information regarding the project activities and target groups involved. 

The SMEs from Transilvania will receive assistance in designing their own web pages.

Having a web page and using the Internet the SMEs will have the possibility to buy and sell products in electronic auctions, the opportunity to search the providers’ web pages and to invite other SMEs to put their offers on heir pages. 

The web page has the role of informing the visitors mainly about the identity of the organization, its detailed address, its statute, contact persons, telephone and fax numbers, characteristics of the products and services that are being offered.

Information regarding the location of the company has to be clear and correct resulting in this way an efficient company-customer relationship.

The SMEs from Transilvania that will use e-commerce services will be surprised by the number of the business requests and offers that will be registered on their web pages or by the invitations received by e-mail to make connections and contacts with potential partners and customers.

On line communication gives the possibility of a better collaboration between the SMEs and the better transfer of knowledge regarding information technologies. In this way the relations and links between worldwide SMEs will grow.

We will develop a regional cooperation network by spreading the necessary information regarding the European integration, the European Enlargement, the Trans-European Cooperation and we will promote and encourage the knowledge transfer, the new working methods (that have to be applied by every company that wants to develop and reach the European Union’s standards) and the development and application of the new information technologies.

So we will encourage and support the management and staff of the SMEs regarding Internet connection, helping than to become “mobile people”.

A new site will be designed (with the presentations of the most important links towards European Commission) for a fast and efficient access to information about the integration process, the community law and the European enlargement and for presenting the main activities that we will develop.

A special link will be addressed to the web page of the Information Center of the European Commission in Romania.

This site will be registered in the most important search engines. It will have a counter that will register the number of visitors. This site will be promoted and presented in the media (radio, television).

On this site an on line questionnaire will be created for testing the attitude of the visitors regarding the use of the virtual tools, information technologies, internationalization and integration process of Romania in the European Union structures.

Promoting E-commerce services:

The contribution brought at the implementation of the new digital economy and at the acceleration of the integration and enlargement process of the European Union will be our main objective.

The Information Center will be oriented towards the promotion of the virtual tools used in the business field.

The intensified usage of the virtual tools will accelerate the integration process and the competitive knowledge of the mechanisms and techniques used in the European Union and in the Single Market.

Internet is a universal space generally accepted used in every field of activity. To make known the advantages resulted from using the Internet we will promote the e-commerce services – buying and selling products and services using Internet and we will spread useful information regarding the usage of the virtual tools.

Every transaction made by SMEs from Transilvania will be realized by using the Internet eliminating the traditional activities from our work.

The traditional activities are governed by complex process and are submitted to some restrictions about the information transfer and the market field.

The Internet simplifies these activities by orienting the SMEs businesses to the new form, content and capacity of using the e-commerce services.

By coming into line with the e-commerce services SMEs from Transilvania will benefit from the advantages materialized in timesaving, diminution of expenses, efficient activities and faster work reaction.

We will offer assistance to SMEs from Transilvania in realizing their own virtual shops assuring in this way the application of the new concepts: mobility and transparency useful in developing efficient activities.

The implementation of a virtual shop offers the possibility to create an on line catalogs where the SMEs could promote their products and services by providing information about their quality and the competitiveness.

The SMEs should provide clear and correct information about: the characteristics of the products and services, the general conditions of developing activities, the delivery expenses, the necessary time for closing a deal and for the delivery, the right to withdraw the requests, details regarding the back cargoes and the period for which the offer and price is available.

For equalize the standards and requests’ existing in the European Union the Internet is absolutely necessary.  The investments for Internet implementation will be substantial and will need the managers trust in the new technologies the reward will be satisfactory.

E-commerce services sustains the SMEs activities by offering them the possibility of monitoring the information referred to the potential customers, their behavior and attitude regarding the products and services offered realizing in this way a rapid reaction from the SMEs at the orientation and direction of the clients’ preferences.

By using the e-commerce services a single rule is imposed: the transparency. By being transparent and providing correct information about who we are, what we do and how we satisfy the customers’ needs, the SMEs will please the customers’ wishes and will offer quality services.

Consultants Database:

We will create a Database, which will contain consultants, experts and specialists contact data activating in different fields which can be directly used by the European Commission Delegation in Romania in the implementation of their programs and projects.

The consultants contact data will be correct and will regard their address, field of activity, e-mail, telephone and fax number, mobile number, city, county and country.

To collect the contact data we will use the Universities and NGOs databases, catalogues and revues of speciality and even the Internet research.

They will be distributed in the database after their field of activity and will help SMEs in sustaining their activities, becoming competitive, developing efficient activities in this way reaching the European Union standards.

A press release will be organized in order to make contact with consultants and experts.

The members of m-biz group will offer a real contribution and support in the creation of this database: http://e-cat.ro/grupmbiz.html coordinated by the Transilvania Business Center and composed of specialists from different fields of activity.

The group m-biz members will also offer assistance to the SMEs in the development of their activities and the design and elaboration of projects.

The virtual tools promotion:

Even if the actual tendency from the economy is to use the Internet more and more there are still SMEs who don’t use the computer, the information technologies and the e-commerce services. This is why the promotion of the virtual tools is really necessary.

The SMEs from Transilvania will be assisted in designing a site, creating a virtual shop, an e-mail or webmail account. These virtual tools will allow the managers and the staff to became mobile, efficient by having the possibility of working independently from anyplace, in anytime.

Due to the permanent and direct contact the SMEs will practice and will get the abilities of using the virtual tools, will be more efficient in their activities and more competitive.

For penetrating the market field and for being competitive it is necessary to adopt a new way of work, new relations and especially the rapid introduction of the information technologies and e-commerce services.

At the project launching a workshop will be organized for demonstrating the utility and efficiency of Internet technologies. At this workshop representatives of the European Commission in Romania will also be invited. They will be able to evaluate the efficiency of the project.

Four seminars and workshops will be organized in different areas from Transilvania for the dissemination of the information referring to the project, the integration process, e-commerce services, information technologies and community law.

During this workshops, each participant will stand in front of a computer and simulate the on line applications. There will be a part of theoretical problems to discuss, after which the experts and specialist will answer the questions and show the participants practical demonstrations.

The seminars’ subjects will be the promotion of an economic and social progress, the affirmation of the European identity, the growth of the European Union visibility in the region, the application of the European law. At this seminars will participate Transilvanian SMEs owners, managers, specialists and consultants. CAT specialists and m-biz group members will make the presentations. 

Another seminar will be organized to inform the SMEs from Transilvania about the database, his consultants and the advantages of using an expert or specialist in the developing of the activities.

The professors from “Babes Bolyai” University will bring an important contribution in the organization of these seminars. 

In order to facilitate the access at the general information of the European Union we will use the Infokiosk. This is a new product which offer a general presentation of the European Union, its’ institutions, its’ member and candidate countries and about the Romanian integration process.

The Infokiosk could be acceded by the managers and the SMEs owners. It will be promoted and published on radio and television and a press release will be organized in order to inform the public about the possibility of using the Infokiosk.

4.   Methodology:

The ways of applying this project will be: direct mail, e-mail, newsletter, web page, elaborating project presentation brochures, seminars, workshops and others.

 We will send monthly pieces of information about European integration, informational technologies, e-commerce and others using magazines, catalogues, promotional folders and materials, plus short e-mail messages to all interested SMEs. So the Transylvanian SMEs will have the newest and the most correct pieces of information. 

A newsletter will be published every month and it will be distributed to all SMEs from the region. CAT member firms are used to this way of informing, because monthly they get from us these kinds of newsletters in which they find pieces of information regarding our activity. 

The direct mail will be used trimester and will send to all SMEs from Transylvania new pieces of information regarding the joining of Romania to the European Union and about the new tasks and usage from the Unique Market.

For a quicker and less expensive communication we will use the e-mail services with which all the SMEs must be used to. The e-mail is the virtual tool that needs to be used by all the SMEs because of its rapidity. 

It will be organized a press conference where we will present our project: purpose, objectives, target groups, waited results and the financing program:  specific general objectives. This is a way of informing the target groups and a greater number of people about this project.

It will be created informing materials: presentation brochures, web page and the site addressed to those interested upon this theme: the process of Romania joining to the European Union. 

For the purpose of promoting the Internet and the virtual tools that must be in the activity of the SMEs there will be organised workshops in which there are going to be practical demonstrations for praising the necessity of this mean of communication and the efficiency of these activities. These workshops will have also a theoretical part as well as work centres where the computer will be used. Every participant will stay in front of a computer to assist and participate at the on-line applications that are going to be co-ordinated by a representative from the Informing Centre. All workstations will be connected to a main server. 

At the end of these work sessions there will be distributed questionnaires, which are going to be filled by the participants. These questionnaires will contain relevant questions upon the display of the workshop, the theme that was discussed. Because of these, the participants will have the possibility to express their opinion regarding the work sessions that were organised. 

Some indicators used every semester are going to measure the Informing Centre’s activity, like: the number of contacted SMEs, number of SMEs that responded positive/negative, the number of created web pages, the number of consultants and experts that are in the data base, the number of visits and contacts between the Informing Centre and the SMEs from Transylvania, the potential partners’ reactions from European Union. 

The Informing Centre’s activity evaluation it will be made internal in first place through periodical supplementary reports (technical and financial) regarding the stage of the project. So, monthly (at every end of the month) the co-ordinator will fill an evaluated paper in function of the level and the activities developed in that time. The content of this evaluated paper will be ended in the first week of the beginning of the project. 

At every end of the month will be made reports regarding the finality of every developed activity: number of used envelopes, number of send faxes, evaluating the questionnaires and the visitors number of the new site. 

Further more, the leading team of the project will monitor the project’s implementation and will evaluate the obtained results from the quantitative and qualitative viewpoint of every stage, conform the action plan and the waited results in the project.

During the project’s implementation, in function of the obtained results in different stages, the co-ordinating team will adopt corrective actions, which take at the correct implementation of the project through informing Phare procedures of the contracting unit.

6.   The expected results: 

The estimated impact upon the target groups:

The main result as the development of the project will be in a better perception of the business environment practised in European Union, the possibility of finding foreign partners, a better understanding of the community legislation, a mechanism for the Unique Market, introducing virtual tools in developed activities and using e-commerce services. 

The support offered by CAT will result as a real contribution in introducing new digital economies, accelerating the joining and extension process of the European Union, in promoting the programmes and projects developed by the European Commission. 

After developing this project we wish that the SMEs and the contacted managers to have a positive reaction, to adapt to the new work still and to consider the values and styles of the European Union and the mechanisms and facilities presented by the European Commission in the programmes and projects that are developed so that become competitive on the Unique Market and that the quality of the developed activities be higher. 

The Information Center will maintain a permanent contact with the Europaen Commission Divisions: Information Technology Society, Entreprise, Enlargement, E-commerce. This will assure a rapid and efficient spreading of the information, the usage of the new information technologies and the virtual tools, obtaining specialisad information about the integration process and the understanding of the comminity law.

We will assure a rapid and efficient communication  between the public, SMEs from Transilvania, companies from Romania and abroad, local autoritias and Europaen Union structures and also the knowledge and technology transfer.

The database will be used to inform the SMEs about the specialists and consultings contact data. The SMEs from Transilvania will receive assistance in implementing the information technologies and the virtual tools in order to enable SMEs to increase their competitiveness in marketplace field and also to improve the quality of the individual’s working life.

The new site with links to important sites of the European Commission Delegation will assure a rapid spreading of the information. A link to the Information Center of the European Commission in Romania will also be created.

The managers and the actors of the SMEs sector will obtain abilities regarding the organizational problems, will be informed about the information technologies and e-commerce services and finally their activities will be efficient and competitive.

 7.   Publications and other results:

The information regarding the project, its activities and actions and the target groups will be available on physic and electronic support. 

In the framework of this project the folowing publications will be used: newslettes, letters to members, press releases, the services offer, the presentation brochure of the project.

8.   Effects of the project:

The project proposes to raise awareness in Transilvania on European integration and the EU Enlargement process, to contribute directly to closer European integration of Romania and to increase the visibility of the European Union in Romania.

We will promote other programs and projects of the European Commission - Information Society Technology, Entreprise, Enlargement and E-commerce. The SMEs will have the opportunity to participate at this projects.

We hope that at the end of the project another information centers will be created and the spreading of the information will cover a large number of relevant actors.

The expected results of the project are:

- ensuring rapid and efficient communication links between the users, public, SMEs, organization, companies, local authorities and EU Structures; 
- the transfer of data and useful information to the SMEs, from the country and the rest of European Union; 
- promoting the values of the European Commission and the acceleration of Romanian integration to the European Union; participation to the construction of the Knowledge Society into an Enlarged Europe; 
- assuring the rapid and correct spreading of the information using the new virtual tools and mobile sustainable mechanisms; 
- database with experts for increasing the add value activities and life quality improvement. 

9.   The assurance of the project continuation:

The project will be continuated of Transilvania Business Center helping with other projects developed by it.

Transilvania Business Center will search for another financig sources after the end of the project by implementing a cotization to the individs and SMES which benefit directly of the information and opportunities offered by the Information Center.

The project will be continued as long as it will be of actuality.

10.   The buget:

The total expences of the project are 50.000 EURO, from which:
- the European Commission contribution: 45.000 EURO (90%)
- CAT contribution: 5.000 EURO (10%)

CAT contribution will be represented by:
- publications: 1.620 EURO
- Internet: 1.200 EURO
- organising a seminar in Cluj: 500 EURO
- consumables: 1.440 EURO
- local transport (20% from the total cost): 240 EURO
