e-C@T develops “po-jama people” in Cluj-Napoca …

The new life style, which we are adopting due to the new information and communication technologies-ICT, is the main preoccupation of Transilvania Business Center (CAT). As you know, CAT is the first business center in Eastern Europe after the “communist block” failed, created by the first SMEs and early private organizations. It is a smart-innovation center with many ad value projects realized in its 10 years of existence. CAT created the first virtual business center in the CEE and SEE countries for the SMEs rapid growth, enriched with more then 20 e-tools http://e-cat.ro.

To keep on going and more competitive our City and Community and not to give up to the nostalgic, archaic and desuetude mechanisms of the XXth Century still in operation, a group of Cluj entrepreneurs-researchers-academicians took the initiative to bring immediately in Cluj-Napoca the latest m-ICT.

Transilvania Business Center and Dr. Radu-Adrian Mlesnita gave us the opportunity to have the “Key Words” document concerning the first reunion of the Cluj Ad Hoc Group for e&m-business, held on the 28th of March 2002. More, Dr. Mlesnita, the one who created the first VIRTUAL MAYOR in the world on  http://ClujNapoca.ro and launched the first MOBILE BOSS (m-boss) during the EU-ENERGIA Conference in Cluj-Napoca, http://e-cat.ro/energia.html, said: “ I would like as soon as possible to make Clujenii (Cluj people) to adopt the flexible work and the European art-of-living  … everybody to work on-line and to enjoin the <po-jama people> mobile life style. Our Ad-hoc Group will be the first in applying and promoting a new European Mobility ”.

The Group has an informal working structure and it was created to discover, initiate, co-operate and participate to the European Union projects in IST field. More than this, it is created for the purpose of maintaining our community in the competition created by the European INTEGRATION and ENLARGEMENT process. Specialists from the research-production-services fields form the Group.

The participants are informed regarding the ideas, initiatives, programs and projects of the European Commission. Each of them decides to participate in a group or individual to the designing and implementing EU projects, or to the reunions and trans-European conferences.

The Group meets once a trimester in the Council Room of the European Studies Faculty, 22 Bratianu Street or at one of the participants, when it is necessary. The leadership of the debates is established at the last reunion, based on the rotation principle.

               - Delocalization, dematerialization, debirocratization, sustainability, comfort and life quality 
                 (European art-of-living);
               - Trans-European co-operation on the Enlarged Single Market, integrated into the global 
                  economy; 
               -  eEurope, eEurope+, on-line European Commission (IST-eCommerce Unit…)
2. Information Society Technologies:
                - the actual technological stage and perspectives: 2.5-3G, IPv6, UMTS and I-mode, dTV, 
                   miniaturization, digitalization, virtualization, …
          2.1. Competitive Knowledge Economy:
                    - e-work/telework/flexible work;
                    - e/m-business: B2B, B2C, m2m, c2c …;
                    - e/m-applications: e-commerce, e&m/I-banking, e-payment, e-invoicing, e- procurement, e-management, 
                       e-marketing, m-boss, e-security, e-teacher, e-tourism, e-logistics, e-booking, e-shipment, transport…;
                    - e/m tools ( virtual tools and mechanisms): virtual markets (v-market), electronic commodities exchange

                  - study cases on projects approved by CE for e-work/e-commerce/e-tools…

An important Focal Point for information-research, containing materials and documents of the European Commission and other sources, is developed at the Library of European Studies Faculty. The Focal Point is constantly supplied with new documents from the European Commission, international organizations, companies, donators, and sponsors… by the care of CAT-EUnit.

SISTEC offers equipment and soft, ICT specialists…
TRANSILVANIA BANK (Banca Transilvania) offers technical support for e/m/I-banking, smart cards, networking, co-financing for projects…
European Studies Faculty keeps a permanent contact with the research-learning field and offers the room where the group have its activities…

The students (BA, MA, PH.D) selected, will be involved into the projects’ research and design, data collection and dissemination, interpretation and synthesis, promotion of the projects’ results. They have direct access to CAT-Bursa Transilvana, IT companies, the associates of the m-Biz Group, Transylvania Business Center – Employer and Handicraft Association. All these and more are to accelerate the “clasical” information flow and to facilitate “go digital – go mobile” for the SMEs. Students are encouraged to adopt “m-pajamas people” behaviour and to work “where-you-want-and-when-you-like”, for increasing the mobility, intelligence and creativity.

Attention is given to the women’s mobility, flexibility, sustainability, freedom and independence style of e-working: “la-donna-e-mobile”.

D – In conclusion:

Cluj-Napoca m-biz Group has as main preoccupation the new ad value ideas and creation of virtual applications for practical activities.

The Group promotes the ideas and concepts of the European Commission and keeps a permanent physical and virtual contact with DG-IST/eCommerce Unit, to maintain the e-accessibility and transparency. 

The Group’s initiatives are presented to the European Commission in Brussels as a first result of the ENERGIA-EU Conference held in Cluj-Napoca (14-15 December 2001) and the participation of Mr. Bror Salmelin-Head of Unit.
