and diversification of CAT-BRE 982 activities for the internationalization
of the SMES and promotion of the European Commission's partnership network.
Development of the Program Bureau de Rapprochement des Enterprises through
the SMEs in Transylvania" [BREuropa]
Transylvania Business Center (CAT) Cluj submitted to the Delegation of the European Commission in Romania (DECR) the project (no. 9021/01.10.1999/Phare-Europa) approved for co-financing by DECR with letter no. 1684/20.04.2000. The realization of the project was reported quarterly to DECR on June 2000, October 2000, December 2000 , April 2001 and August 2001 with additional annexes and documents. The five Interim Reports are available on the site http://e-cat.ro/breuropa.html, for a transparent and free access of EC, SMEs, media and other interested parties to the project implementation and follow up. PART 1. THE MAIN CONCLUSIONS 1.1. The project’s objectives were realized and the impact on the local SMEs and the potential partners from the European Union was relevant. The implementation of the BREuropa project had good results, passing over the anticipated design. There were not postponed or unrealized activities or any negative feedback from the SMEs, owners and managers. We estimate that over 100000 people received the information, directly or indirectly. The European Union business culture and knowledge concerning: Single Market, Partnership, Internationalization, Globalization, EU-ICT, Phare Europa and more, entered in the conscience of the recipients. Promoting concrete and not theoretical concepts and measures of the European Commission such as: BRE-Business links, IST-advance communication, Leonardo da Vinci, JOP and others, more than 300 managers and SMEs responded to the questionnaires or raised important questions, preparing the future cooperation proposals and business contacts. PHARE and EUROPA are important words in the business vocabulary of the Transylvanian owners and managers. CAT’s General Assembly on the 31st of May 2001 recognized and appreciated the substantial financial contribution of the European Commission PHARE EUROPA for CAT-BREuropa project. 1.2. The practical research activity, due to the permanent direct contact with the SMEs, stimulated our creativity and the confidence in what we are doing for the business co-operation in Europe. Inovations, new add value concepts and tools like: "link-to-link", "from me-to-you & you to- me”, "comfort-to-comfort", “mobile business” (m2m) were developed in the benefit of the SMEs and European co-operation. 1.3. Transylvania Business Center was oriented towards virtual business tools development. The intensification of its support to the youth and the private sector will accelerate the process of understanding and integration into the European structures and the Single Market, contributing to the fulfillment of the Information Society. 1.4. The PROMOTION CAMPAIGN was exemplary realized and the DataBase has now over 30.500 registered companies. 1.5. Around 300 owners, managers, specialists from different companies, attended the SEMINARS, workshops and meetings for BREuropa presentation, EU Partnership, integration into the European structures and Single Market. 1.6. The INTERNET Campaign was realized using the VIRTUAL REALITY of CAT-BRE 982. There were created 34 pages on the site http://e-cat.ro, some of them have on-line interactive communication possibilities. New developments and links have been posted on our special site dedicated to EU activities http://e-cat.ro/CAT-EU.html. Here there are 6 pages containing the most important 75 links to the European Commission on-line resources, database and tools. On the most important sites of Cluj-Napoca (http://ClujNapoca.ro, http://Kolozsvar.ro and http://www.Klausenburg.ro) the on-line questionnaire created to test by vote the attitude of the customers and visitors concerning Internet and the internationalization process, continues to register reactions. The visitors' number for the CAT’s sites: http://ClujNapoca.ro, http://Kolozsvar.ro, http://www.Klausenburg.ro, http://e-cat.ro, http://v-market.ro, http://e-bursa.ro, http://cat.codec.ro, raised from 19133 on the 1st of August 2000 to 70308 visitors on the 8th of August 2001, around 5.9 visitors/hour. The increase of the traffic to our sites is also due to the one year promotion campaign of CAT-BREuropa/ EU-PARTERSHIP concepts: b2b business-to-business, m2m mobile-to-mobile and c2c comfort-to-comfort. 1.7. The number of translations from English into Romanian, the multiplication and circulation of the specific BRE forms, the assistance accorded to the companies for filling them in, as well as for their translation into English and introduction on-line into the BataBase from EC-Brussels, were passed with 126% over the project estimations. 1.8. The assurance of the direct contact with other BRE correspondents from the EU, the searching activity for business opportunities offered by the other BRE correspondents, the realization of the business links between Romanian SMEs and the foreign companies, the reciprocal promotion of the business opportunities with the BRE Correspondents represented a day-by-day activity for all staff engaged in the project. The results passed with 250% the expectations. 1.9. Reactions by phone, letters, e-mails and fax registered, as concerning the CAT-BRE 982's CPs, passed with 312% the expectations. The European companies we put in contact with the Romanian ones are from all the European countries but especially from: Italy, France, Spain, Austria, Germany, Netherlands, Portugal, Great Britain, Hungary, Slovakia, Czech Republic, Turkey. Links with Canadian, USA, Chinese, Indian, Korean, Pakistani etc. companies were also realized. 1.10. The main indicators concerning the 12 months of project implementation, in comparison with the anticipated results are:

The FINAL FINANCIAL REPORT The final financial report shows that the granted amount of Phare-Europa Programme and CAT contribution were carefully invested with good results for the present and the future. The total value of the project was increased with 1% from 48.200 EURO to 48.965 EURO, but entirely justified by the results, which passed with 146 % the expectations. CAT covered these additional expenditures and proposes in the FINAL FINANCIAL REPORT (Annex no. 6) a financial scheme to the PHARE EUROPA Programme (Annex no. 6). * * * Transylvania Business Center (CAT) Cluj-Napoca, as an European Commission's "liaison organization", will continue to consolidate the good results achieved during the BREuropa project implementation, to create new business tools, opportunities and direct links between the SMEs, in the frame of a decentralized global activity. CAT is decided to continue to support the SMEs for the acceleration of their integration in the European structures and to perform on the Single Market - designed by the European Commission. It will be necessary that CAT to apply for a new European Commission grant to consolidate the excellent results and to continue to serve the SMEs, to improve the quality of its services and to add new value. During the period of transition
and accession into the EU structure the BUSINESS LINKS projects are essential
for direct co-operation and integration at the lowest level such as: the
small cities, the villages and the SMEs. This level is crucial for European
reunification and enlargement. The best proofs of this conclusion are the
results of CAT-BREuropa project, co-financed by PHARE EUROPA Programme
and supported by the Delegation of European Commission in Romania. Transylvania
Business Center had the privilege to implement a successful story…
